Key Responsibilities

Cluster Program Officer

Scope of Position

The incumbent will lead the programme implementation on gender justice, empowerment of women and young people, and violence against women. The candidate will be responsible for the programme on urban Disaster Risk Reduction (DRR) and other work as required in the same location (Cluster).

The person should have technical knowledge and experience of working on gender equality and women’s rights. Experience of urban governance, advocacy in the urban context and exposure to community mobilisation work is highly desirable.

She will regularly engage with government and policy bodies such as the Municipal Corporation, Women and Child Development, Health and Education department at the city and state level primarily but also at the national level when required.

Key Responsibilities

 

Program Support

1. To support large funded programme /projects at the state, and district level through regular visits and undertake direct implementation, project appraisal, monitoring, evaluation including financial monitoring.

2. To provide support in establishing links between project work including at the district level, to state level policies and macro policy and practice environment.

3. To ensure minimum organisational standards in programme quality and programme reporting for back donors. Ensure that gender, inequality, diversity and social inclusion analyses are applied across all levels of planning and delivery.

4. Undertake documentation of actions undertaken, impact achieved and preparation of quarterly, semi-annual and annual reports

5. To lead and contribute to the development of quality proposals both nationally as well as for the state; as also to integrate gender justice, social inclusion and inequality reducing lens within proposals of the state and cluster of districts. Support relationship building with current and potential donor agencies.

6. To actively participate in and contribute to all team processes leading to programme development, management and effective functioning of the team s/he is part of;

Key Responsibilities

Capacity Building

7. Jointly with other program staff, undertake capacity building at the community and other stakeholders of relevance

8. Implement Oxfam’s Gender Justice Policies and ensure inclusion of a coherent focus on social inclusion and reduction of inequality in the program

9. Mentor Oxfam India teams at the district and village level to support program delivery

Engagement with government and influencing

10. To liaise with appropriate government officials and policymakers at the block, district/municipality and state levels in support of programmatic and organizational objectives

11. To design, plan and execute district/municipality and state level influencing work, in line with the national campaign/guidelines/strategy with a variety of relevant stakeholders as and when appropriate.  This includes work aimed at change and improved implementation of government policies/schemes and change in social norms

12. Build and support relationships with potential allies relevant to the program and organizational agendas including networks and alliances, movements of marginalized groups and women, unions, other state level organisations and bodies as necessary.

13. To undertake specific research and policy analysis exercises for programme implementation and influencing

14. To lead and contribute to the implementation of Oxfam campaigns at state and district levels for influencing a variety of stakeholders in the district, state and national levels as required.

Communication

15.  Contribute to communicating Oxfam India perspectives in various forums and to mass-media.

16. Contribute to the development of public communication materials in coordination with the Public Engagement Team to support online and on-ground mobilization and policy-maker outreach.

Programme Coordinator – Health

Location

Scope of Position

The Coordinator – Public Health, would be responsible for working with staff in India and the confederation to develop and implement advocacy strategies on the issues of right to health, privatisation of health services and regulation of non-state actors in healthcare. You would also work to support the work on patients’ rights, access to medicine and sexual and reproductive health.

 

As Coordinator, you will contribute to overall advocacy and campaign processes from the lens of public health. This will also involve working closely with the teams in the intervention States.

Key Responsibilities

Advocacy

1. Support strengthening alliances with state and national networks, academia and think-tanks and key stakeholders working on right to health and patient rights.

2. Maintain outreach with health ministries, human rights institutions and policymakers for advocacy

3. Utilise evidence from grassroots level interventions to influence district, state and national level stakeholders

4. Represent the organisation to local communities, government departments, international  agencies,  local partners and donors as required

5. Track policy developments on issues of concern, monitor and track positive practices as part of the program or in government interventions and foster their amplification and draw knowledge to support advocacy and program development.

6. Support evidence on issues of concern to the health programme from social inclusion, inequality and gender lenses to support advocacy on specific issues

 

Campaigning

7. Support health campaigning including ensuring connection of grassroots work and advocacy, and provide support for mainstream and social media engagement and coordination with campaign allies

8. Contribute to the development of public communication materials in coordination with the Public Engagement Team to support online and on-ground mobilization and policy-maker outreach.

9. Mobilize middle class on issues of commercialization of health including ensuing the implementation of the Patients’ Rights Charter and the Clinical Establishments Act

10. Draft, contribute to or provide inputs for national policy products on health for diverse audiences, as needed, through a range of products including technical reports, policy reactive and media articles.

 

Programme Support

Coordinator – Programme Management

Scope of Position

The role will be to strengthen systems for programme quality, program cycle management, support internally to ensure robust programme delivery, reporting and working with departments across the organisation

The selected candidate will be working with Thematic units, Regional offices, civil society partners’ organisations at the state and national level to monitor the progress and impact of the projects.

 

While no direct management of staff is expected of the incumbent, there will be dotted line reporting relationships with a larger team.

Key Responsibilities

 

In Program Cycle Management:

 

· Support Manager MEL – in strengthening and streamline systems for programme management internally ensuring good programme delivery

· Work with the Manager MEL – firm up the Quarterly Progress Report (QPRs), Annual Operational Plan (AOP), budgets, updates for board meetings and internal meetings – SLT, ILT and PMT

· Support to the programme teams in Partner management: phase out, new partnerships, extension, evaluation, etc.

· Work with the Manager MEL to track progress against the Annual Operational Plan and finalise the same -especially the sections on budgetary allocations to partners and provided data state-wise, region-wise, theme-wise for easy reference and analysis

· Coordinate with programme team on planning, development, partnerships and any other requirement of Programme Management

· Support the MEL Manager to develop and roll out the MEL Strategy across the 6 thematic portfolios and Campaigns

· Lead in specific Thematic Portfolios to review programmes against outputs outlined in the logframes and ToC

· Maintain databases related to program implementation & program coordination

· Maintain Programme Tracking Data bases of trainings, activities, reports, and products, compiled across all Regional Offices

· Network and Represent organisation in professional meetings, conferences, technical advisory groups and seminars related to the advancement of M&E.

 

In Grant Management:

 

· Manage & finalise the list of new partnerships and phase out partnerships, evaluation plan for phase out partners and monitoring of partners – partner management – extension, phase out, reviews etc

· Coordinate and monitor the GAL development process of Ox India partners which includes issuing GAL code to all partners, after verifying the proposal, budget and relevant documents related to the contract.

· Maintain all programme management & partnership documents & contracts both electronically and paper and keep it up to date

· Worked closely with communications team with regard to providing information from programs team such as partner database, partner case studies, partner two page summaries for communication to board, affiliates and existing as well as potential donors  

· Continuously review and update the budgetary support to the partners

· Coordinated information for programme department with Operations, communications and fundraising department on a continuous basis.

 

In Program Quality:

 

· Work with Manager MEL- from time to time to review Programme Management Operational Manual (PMOM) and rolling out the same

· Organise regular Programme Management Team (PMT) meetings and finalize the communiqué

· Support Thought leadership on programme quality and continual improvement

· With a specific focus on the foundations of quality programming, ensure that  proposal development and programme planning, implementation and review processes can access the right level of guidance and technical support to improve and assure quality, drawing on both internal and external resources and capacity
