Scope of Position स्थिति का दायरा   To work under the leadership of Director and in line with JOSH’s strategic plans and policy guidelines to implement programs especially education and health. Participate in and contribute to the development and operationalization of wide institutional strategy. To lead program planning, implementation, monitoring, evaluation and documentation of best practices. To support project team smooth implementation of program. Strengthen network for campaign around health and education in multiple states and at national level.

  • To analyse the social, economic, and political situation of the area and its impact on the poor people. Use the collective knowledge gained through initiatives in strategic planning and programme development, monitoring and evaluation in line with agreed programme objectives.
  • To contribute to the development of a comprehensive programme as per JOSH’s agreed objectives with respect to the strategically identified issues at local, state, national levels.
  • Lead Public Services programme across five states including Bihar, Chhattisgarh, Jharkhand, Odisha, Uttar Pradesh and at national level.
  • Provide support to Bihar, Chhattisgarh, Jharkhand and Odisha team members in executing public services programmes.
  • Strengthen campaign and advocacy around public services in collaboration with education and health network in UP and at national level.
  • To manage human resource of the project including recruitment, appraisal and staff management in collaboration with HR and admin.
  • Capacity building of project team for strengthening programme quality and quality delivery.
  • To manage grant processing and ensure that the terms of contract (in case restricted donors) are met.  To ensure that JOSH’s basic minimum standards in procedures are maintained across the programme as well as India’s legal and financial requirements.
  • Ensure adherence and recommend improvements to the system as necessary to maintain minimum organisational standards.
  • Ensure highest standards are achieved in programme quality through Monitoring Evaluation and Learning (MEL) systems; and documentation and communication of impact of JOSH’s programme.
  • Ensure timely submission of donor report in collaboration with program and finance team.
  • To take lead in knowledge generation by collating and analysing programme and financial data and to draw out trends and lessons from various partners and projects
  • Provide support to policy advocacy work at the state on education & health, and where appropriate, at the state and national level
Qualification & Experience
  • Post Graduate qualifications in social sciences, or related discipline.
  • Substantial knowledge and experience (at least 8 years) in the management of development work.
  • Substantial experience in Policy Advocacy, preferably experience of linking micro-level project work on influencing policies and practices.
  • An understanding of the socio-economic, political and ecological conditions of India and prior working experience in Uttar Pradesh is desirable.
  • High level of analytical, conceptual and strategic planning skills, with substantial   Programme development work with NGOs
  • Ability to lead the team, manage relationships with donors, significant institutions and senior officials
  • Proven track record of achieving results and demonstrable people management skills
  • Sensitivity to gender and diversity issues

Scope of Position स्थिति का दायरा   The job requires supervising resources within defined boundaries or specialist areas, and the job holder will provide professional advice to senior managers on areas of work covered in their remit. He / she will be involved in the development of strategy and ensures and supports operational implementation. The incumbent is required to develop solutions to diverse and complex problems within organizational policy. S/he interprets and applies operational information in a variety of formats from a variety of sources. The job involves interaction with managers, staff and volunteers in program and developing effective networks with external bodies. He / she will have experience in financial reporting and budgeting.
Key Responsibilities महत्वपूर्ण जिम्मेदारियाँ  
  • To take responsibility for the management of supplies used in the programme. This will include requisitioning, local purchase of required goods and services for program.
  • Establishing domestic arrangements for operational teams, including renovating accommodation, and making arrangements for other domestic needs, travel arrangements etc.
  • Ensuring the installation (after training if necessary) of radio, phone, fax and other communications systems and establishing communications routines for programmes and teams.
  • Experience of Financial procedures and a basic book keeping knowledge would be an advantage

Scope of Position स्थिति का दायरा   In line with JOSH’s strategic plans and policy guidelines to work and play a major role and ensure the effective functioning of the Raebareli cluster office. Make sure that the Finance, Admin, HR, Logistics and IT processes are adhered and followed.
Key Responsibilities महत्वपूर्ण जिम्मेदारियाँ  
  • Act as operations person for the cluster and coordinate with respective Operations lead / team for coordination and providing support to Cluster staff.
  • Prepares payments by verifying documentation, and ensure timely disbursements.
  • Assist in all types of audit such as Donor audit, Statutory audit etc.
  • Cash flow projections for the cluster
  • Contributes to team effort by accomplishing related results as needed
  • Provide support in recruitment for vacant positions at cluster level, induction of new joinees in cluster.
  • Ensuring the timely submission of data/records related to HR as per the processes, by Cluster staff.
  • Maintaining the leave records, attendance register, and all the personnel files.

  • Represent JOSH to local communities, government departments,  international  agencies,  local partners and donors as required

  • Draft, contribute to or provide inputs for national policy products on health for diverse audiences, as needed, through a range of products including technical reports, policy reactive and media articles.
  • Provide need based technical support to programmatic interventions on health.
  • Ensure that gender, inequality, diversity and social inclusion analyses are applied across all levels of planning and delivery.
  • Provide technical framing to work on citizen participation and social accountability and strengthening grievance redress and action to strengthen citizen voice on issues of public health.
  • Support advocacy and direct community-led work on access to medicines and SRHR/RCH including work with citizens, frontline and middle level government functionaries and other CSOs active on the issue
Qualification & Experience
  • Eight years of experience in a similar job, including experience of handling health advocacy campaigns on scale or multi-state public health interventions.
  • Excellent networking skills with different stakeholders including a track record of working with civil society networks and alliances working on health.
  • Have a robust understanding of public health.
  • Master’s degree, preferably in social sciences, community health or similar disciplines.

Scope of Position स्थिति का दायरा   The incumbent will be responsible for programme implementation on education and health in campaign mode. The person will work in collaboration with education and health network present in the state to strengthen campaign. Experience of urban governance, advocacy in the urban context and exposure to community mobilisation work is highly desirable. S/he will regularly engage with government and policy bodies such as the Women and Child Development, Health and Education department, State Commission for Protection of Child Rights at state level primarily.   • Managing internal and statutory auditors’ and ensuring  compliances with accounting principles and control framework
